Votes at a glance: Monticello council approves consent items, insurance agreement and truth-in-taxation resolution

At its meeting the Monticello City Council approved multiple routine items and resolutions by roll call vote.

Consent agenda: The council approved the consent agenda, which included claims dated Oct. 15'Oct. 27, 2025, the Oct. 14, 2025 meeting minutes, and the September 2025 budget report. The consent motion passed on roll call with all present members voting yes.

IMLRMA contribution agreement: City staff presented a resolution authorizing the city to enter the IMLRMA (insurance) minimum/maximum contribution agreement. Staff said the premium rose just under 3% this year and recommended early payment to secure a 1% discount. The council approved the resolution by roll-call vote.

Truth-in-taxation (Resolution 2025-75): City Administrator Terry Hebble reviewed the state statute requirements for setting the property tax levy and recommended approval of Resolution 2025-75 to comply with the 20-day notice requirement. Staff estimated the FY2026 property tax levy at $968,889, approximately 0.9% above FY2025. The council approved Resolution 2025-75 by roll call after brief remarks about the common practice of requesting the statutory 4.9% maximum.

Appointment: The council confirmed a nomination to have Alderman Tom Reed serve as mayor pro tem at the start of the meeting; the nomination was seconded and approved on a voice vote.

Other actions: The meeting concluded with routine reports on parks, trails and public-works projects and a motion to adjourn that passed.
