Committee approves emergency consideration for benefits consulting contract

The Budget & Finance Committee voted to suspend procedural rules and give a favorable report on an ordinance authorizing the mayor or his designee to publicly advertise for bids and enter into contracts for employee benefit programs and consulting services.
Montrell Jackson, who presented the request, said the consulting services would support the city—s self‑insured employee health plan covering about 1,900 employees and 2,400 retirees. "The request is for, entering to contract for consulting services for a benefits plan for 1,900 employees and 2,400 retirees," Jackson said.
Committee members asked for details about the contract amount and risk controls. Jackson said the request is for an amount "around the same amount" as the prior contract, approximately $130,000, and confirmed the previous contract expired this year. Councilwoman Linda Amobian asked whether the plan includes a stop‑loss feature to limit catastrophic claims; Jackson said "there's a component in terms of coverage so that we don't... exceed a, excessive amount in the contract."
After brief discussion the committee moved to suspend the rules to consider the ordinance as an emergency measure; the motion and second carried on a voice vote.
The ordinance was advanced for further action with the committee noting the administration will proceed with public advertising for bids as authorized by the measure.
