WoodmenLife to replace Flat Rock Park playground and add lighted flagpole; county accepts in‑kind donation

Kerr County accepted an in‑kind donation from WoodmenLife on Oct. 27 to replace playground equipment at Flat Rock Park and to add a lighted 25‑foot flagpole flying the American and Texas flags.
County staff said the donation will cover replacement equipment, concrete footings and safety surfacing; the value was described in court as "roughly $50,000." The county's maintenance department will perform the installation and will assume ongoing flag replacement and flag maintenance responsibilities. Staff said the flagpole will be solar‑powered to support nighttime illumination.
The item will be included in FEMA project backup materials as a donated resource when appropriate, county staff said, and some new improvements (for example, additional benches or sunshades suggested by community groups) would be considered separate improvements and not eligible for FEMA reimbursement.
Commissioners approved the donation by unanimous voice vote. County staff and local veterans groups are also coordinating additional donated amenities for the park.
