Kerr County authorizes nonbinding MOU to let East Kerr Initiatives pursue Lions Park design funding

"I make a motion that the court authorized county judge to execute this nonbinding memorandum of understanding," Commissioner Paces said during discussion. The motion passed unanimously after commissioners discussed minor edits needed (insertion of the approval date in section 3) and the requirement that all final designs and agreements return to the court for approval.
Court members discussed goals for the park, emphasizing riparian‑sensitive design and concerns about long‑term county maintenance. County staff said the MOU does not approve a final design or funding commitments; it will allow EKI to seek grants and other outside funding and to retain design consultants so a formal plan can be developed and presented to the court.
The court also voted to appoint Commissioner Paces as liaison for the MOU and the Lions Park planning because the proposed site lies within his precinct. Commissioners said the liaison role will coordinate communications between EKI and county staff and that any final construction plans and funding decisions will return to the full court before implementation.
Why it matters: The action enables community partners to pursue outside funding and consultants for a park that was damaged in July's flooding. Commissioners emphasized that the county will review all proposed designs to ensure they are maintainable and resilient to future flooding.
