A public hearing on Oct. 28 reviewed a rezoning petition from Wellspring Construction (on behalf of Visa Investments LLC/Global Precision) to change a parcel on Enterprise Drive from M-2 General Industrial District to a Planned Development (PD) district based on M-2. Staff explained the request would allow a 14-foot rear offset in that PD rather than the 15-foot rear offset required under standard M-2 rules, bringing an existing building into compliance and permitting an addition.
Adam, a city staff member, told the council that planned-development districts are a commonly used zoning tool that allow applicants to start with a base district (M-2 in this case) and request limited modifications — most often setbacks or offsets. He said the property owner also plans to combine a neighboring vacant lot with the existing site to create a larger single parcel for expansion. According to staff, the proposed new building would be no closer than 14 feet from the rear lot line and, as part of the PD, would otherwise follow normal M-2 requirements.
No members of the public spoke in favor or against the request at the hearing. Staff invited council members to contact planning staff for follow-up questions and information; the ordinance was placed on the agenda for second reading.
Next steps: Planning staff will provide follow-up information requested by council members and bring the rezoning ordinance forward for council action on second reading as scheduled.
