Radke explained the certification is an annual requirement to document a licensed superintendent for the state highway incentive program and said staff have trained a backup with a Class A license to cover absences. "We do have another employee of the street department that has a class a license," Radke said. "I've been training him, showing him everything to do so."
Council moved and approved the resolution and the subsequent appointment by roll call; the approvals were presented as routine, annual compliance actions required by state program rules.
Staff noted these steps maintain the city's eligibility for incentive payments tied to licensed personnel and that the appointment is a standard administrative action with no immediate operational change beyond continued qualification.
