College Place council approves $99,200 amendment to add water lines to East‑West Road design

Mr. McAndrews, a city staff member, told the council the original design contract for the East‑West Road did not include water or irrigation mains and recommended an amendment to ensure utilities are placed where the city wants them.
"The water line would be city potable water. The irrigation line would be a irrigation line for future irrigation that could be used as separate water source if needed," Mr. McAndrews said.
Staff recommended adding $99,200 to the JUB Engineers contract to amend the design and include those water lines so the road and utilities are built to city standards rather than left to contractor interpretation. After brief questions from council members, Councilmember (unnamed) moved to approve the contract amendment and authorize the public works director or designee to sign the amendment, increasing design costs by $99,200 to a total of $354,500. The motion was seconded and the ayes carried; the motion passed.
The amendment covers design work only; construction financing and construction-phase approvals were not part of the motion. Council members asked whether the omission was an oversight or left for a subsequent project; Mr. McAndrews said he was "not entirely sure" whether it was an oversight or intended to be designed as part of a different project, and that the omission had come to staff's attention during project review.
