The Village of Royal Palm Beach Planning & Zoning Commission unanimously approved several design and signage applications and recommended village-initiated zoning text amendments to the village council during its Nov. 1, 2025 meeting.
Approvals on the consent-style items included: - Application 25-112AAR: Architectural approval to install gray sunshades over an outdoor patio at 11121 Southern Boulevard. Approved 5–0. - Application 25-109AAR: Two wall signs and one double-sided monument sign for a newly constructed restaurant at 1301 Royal Palm Beach Boulevard (identified in materials as Jabruskie’s Pizza). Approved 5–0. - Application 25-103AAR: Euroland Food LLC facade modifications at 511 North State Road 7 (new storefront windows, entrance and three wall signs). Approved 5–0. - Application 25-114AAR: CubeSmart repaint and exterior repairs at 8970 Belvedere Road (specific PPG paint codes and awning/roof colors included in staff report). Approved 5–0.
Staff presentations accompanied each application. For the CubeSmart repaint, staff listed proposed paint colors by PPG codes (upper body PPG 1048-1 Lawrence Lakes; belly band PPG 1001-4 Flagstone; lower body PPG 1001-6 Knight’s Armor) and said awnings, fascia, doors and roofs would be “Kill Smart red” as shown in the application packet. The CubeSmart representative, Jennifer Ronneberger, told the commission the update reflected corporate branding and that the facility has been at that location since 2015.
Village-initiated ordinances recommended to council (each vote 5–0 by the commission): - Ordinance 1060: Amendments to chapter 26 (zoning) section 26-40 to expand the list of site-plan modifications eligible for administrative minor-site-plan processing. - Ordinance 1063: Revisions to chapter 22 (subdivision of land) and cross-references to comply with Florida Statute 177.071; the ordinance removes public hearings for preliminary plat approvals and clarifies an administrative approval pathway. - Ordinance 1065: Codification of the village’s reasonable-accommodation process and incorporation of provisions related to certified recovery residences, consistent with Florida Statute 397.487. - Ordinance 1066: Amend definitions in chapter 26, including revisions to the clinic definition and additions for medical-office and vehicle-sales (new, used, rental, indoor/outdoor).
Why it matters: Ordinance 1063 aligns local plat-review procedures with a state statutory change, removing public hearings for preliminary plats and shifting certain approvals to administrative review. Ordinance 1065 codifies existing village procedures for reasonable accommodations and adds statutory language about certified recovery residences. Ordinance 1066 clarifies land-use definitions that affect allowable commercial uses such as vehicle sales.
Next steps: Staff will forward the commission’s recommendations and supporting materials to the village council for final action. The commission also discussed changing the November meeting to Monday, Nov. 17, and tentatively moving December to Dec. 16 to avoid holiday conflicts.
