DRCOG told local governments Oct. 27 that under Colorado Senate Bill 25-30 it will collect planned bicycle, pedestrian and transit projects from jurisdictions with populations of 5,000 or more and that the submission deadline for local governments is Dec. 31, 2025.
DRCOG staff on Oct. 27 described requirements and a submission process to meet Colorado Senate Bill 25-30, which asks metropolitan planning organizations to compile inventories of planned bicycle, pedestrian and transit projects.
Emily Lindsey, DRCOG active and emerging mobility program manager, said the statute requires DRCOG to collect planned projects from local governments with 5,000 or more residents and that projects may be drawn from capital improvement plans, long-range plans, neighborhood plans and similar sources. Lindsey said data fields requested include project name, project type (bikeway, sidewalk, crossing, transit facility or service), a geographic location or corridor reference, and the source plan or document. Jurisdictions may submit shapefiles, tables or other file formats; DRCOG staff will work with jurisdictions to accept the formats they have. The statutory deadline for local governments to submit project inventories to DRCOG is Dec. 31, 2025.
Lindsey said DRCOG plans to use the regional roadway system as the geographic baseline for the required inventory (with a flexible buffer for bicycle projects to capture at- or adjacent-to projects) and that DRCOG will later work with CDOT and RTD to finalize the inventory submitted to the state legislative review committee. She encouraged jurisdictions to submit their full planned project lists rather than a pared-down set and said DRCOG will accept PDFs, tables or shapefiles. Lindsey and Alvin Bridal Sanchez said DRCOG will send an e-blast with detailed instructions; an overview memo is included in the TAC packet.
