Monroe County Council awards $174,000 in Sofia Travis community grants, separates Planned Parenthood award

The Monroe County Council on Oct. 28 approved the 2025 Sofia Travis community service grant recommendations, awarding $174,000 to more than four dozen local nonprofit projects, and separately approved a $3,600 award to Planned Parenthood after a separate vote.
The grant committee — chaired this year by council members and community volunteers — presented the slate in public, listing awards such as $13,800 for Pantry 279, $6,400 for Hoosier Hills Food Bank, $5,444.05 for Bloomington Meals on Wheels hot boxes, and smaller awards to dozens of local service providers addressing food, shelter, reentry and youth programs. Committee members Jenny Olm Stevens and Julie Robertson read the organizations and award amounts into the record and described a $3,000 supplemental donation established in remembrance of the late councilor Cheryl Munson.
Committee members and councilors praised the focus on food security and other time‑sensitive needs ahead of a Nov. 1 SNAP benefits change. Councilor Iverson noted the “timeliness” of approving awards for food assistance as a reason to act quickly so checks could be issued promptly. The council recorded that the total amount requested by applicants was approximately $328,561, while $174,000 was available for awards.
Because one councilor asked to separate the Planned Parenthood award from the rest of the slate, the council first took a roll call to split that item (motion to separate passed, 6–1). Council then approved the main exhibit excluding Planned Parenthood unanimously; the stand‑alone Planned Parenthood award passed on a separate roll call, 6–1. Council also approved Resolution 2025‑46 to disburse $3,000 in Cheryl Munson memorial donations (three $1,000 awards to Girls Inc., Grace Center and Harrodsburg Heritage Days).
The council’s packet and public presentations listed each award amount and the subgrantee’s stated use, and the committee emphasized that allocations were intended to reach immediate needs in food, shelter and essential services. Staff said approval that evening would allow contracts to be placed on the county commissioners’ Nov. 13 consent agenda and that agencies with signed contracts could receive funds following the commissioners’ approval.
The council’s votes: the motion to separate Planned Parenthood from the main exhibit passed 6–1 on a roll call. Resolution 2025‑45A (the main Sofia Travis awards excluding Planned Parenthood) passed unanimously on roll call. Resolution 2025‑45B (the Planned Parenthood line item) passed 6–1. Resolution 2025‑46 (Cheryl Munson memorial donations) passed unanimously.
Why it matters: The grants are a small but immediate source of flexible funding for safety‑net organizations that the council and committee members said could stretch to cover food and shelter needs this fall. The separate Planned Parenthood vote underscored how a single line item can be politically contentious even when the overall slate receives broad support.
