Chris Pettit briefed council on South Carolina Act 176 of 2020 and the required update to the town's business-license class schedule. "South Carolina act 176, otherwise known as the business license standardization act, basically makes all rules and regulations for all municipalities across the state as far as business licensing the same," Pettit said, describing the model ordinance prepared by the Municipal Association.
Pettit explained that the class schedule ties North American Industry Classification System (NAICS) codes to statewide license classes and that the class determines the fee schedule; for example, "everyone who is in agriculture is a class 1 and it's in a class 1 fee schedule across the state of South Carolina for every municipality," Pettit said. Council had no substantive questions and approved the item on first reading by motion and voice vote.
Provenance: Staff presentation on the Act 176 business-license class schedule began at 00:51:54 and the first-reading motion and vote occurred immediately afterward.
