Council approves two budget amendments, establishes $6 million capital project for sewer and water work

Eric (finance staff) summarized two second-reading budget amendments. For amendment 26-01, he said the council had already approved and awarded the contracts in the prior fiscal year but that the work will be performed in fiscal year 2026, so staff is reappropriating those monies into FY26 by establishing capital project ordinances. "This council approved and awarded the contracts, here at the last, last meeting of the fiscal year, but the work is actually gonna take place in fiscal year '26," Eric said.

On amendment 26-02, Eric described the item as a capital project ordinance totaling approximately $6,000,000 for a waterline project and a sewerline project, noting the sewer work includes a gravity line that will run to an existing pump station. "We tried, on two separate occasions to get a grant for that gravity sewer line, and we were unsuccessful. So, it's time to... it's our top sewer gravity line priority in our utility CIP," Eric said.

Council asked clarifying questions about whether the work related to previously discussed lift stations; staff confirmed the gravity sewer line will connect to the recently constructed pump station. Both amendments were approved on second reading by voice vote after motions and seconds were recorded; council accepted the capital project ordinance to allow the town to appropriate multiyear funds and avoid repeated amendments in future budgets.
