Council committee leans to extend Waste Management contract amid recycling market concerns

Staff explained the current contract with Waste Management was a three‑year agreement with two optional one‑year extensions; if extended, year‑four service would increase from $24.73 to $25.93 per month and, under a two‑year extension, year‑five would be $27.22 per month according to the staff report. Staff also noted performance metrics are strong and that switching to a different carrier would require the city to assume billing and customer‑service responsibilities in some scenarios, a logistical and staffing expense that would offset any short‑term competitive savings.

Council members and residents raised service and outage concerns from past extreme events. Aldermen noted last winter's ice storm led to missed pickups and the contract's force‑majeure language limited credits for interrupted service. Staff responded Waste Management had provided roll‑offs and assistance after last spring's tornado, and that peer municipalities showed similar pressures in recycling markets that would likely raise rates if the city rebid now.

Given the logistical complexity of changing vendors (tens of thousands of carts to move and re‑label) and volatile recycling market conditions, staff recommended exercising the contract's renewal provision for two additional years.
