Ordinance committee hears presentations, closes public comment and recesses; no votes on zoning petitions tonight

The Cambridge City Ordinance Committee convened a public hearing to receive presentations and public comment on two zoning petitions for Massachusetts Avenue and Cambridge Street and did not take final action on either petition.

Procedural motions and votes

- At the start the committee voted on a motion from Councilor Nolan to allow three minutes per public commenter (the city’s default had been two minutes once sign-ups exceed 20). The motion was approved by roll call.

- After presentations and 22 public speakers, Councilor Nolan moved to close public comment; the motion passed by roll call. The committee then moved to recess the hearing; that motion also passed by roll call. The transcript records roll calls with eight members recorded in the affirmative and one recorded as absent during both procedural votes.

Committee timing and next steps

Vice Mayor McGovern emphasized that the hearing was intended for presentation and public input and that no council vote on the petitions would be held this evening: "We're not voting on this tonight... Tonight is for the presentation and to hear from the public." The committee scheduled a continuation for Nov. 13 at 5:30 p.m. (council discussion and questions only), and staff said they will deliver Planning Board reports and revised zoning text ahead of the next meeting. Staff also noted that statutory timelines require certain hearings to happen within set windows once referred to the ordinance committee.

What this means

The petitions remain under active consideration but no ordinance changes were enacted tonight. Committee members and staff indicated they expect to consider amendments at the continuation meeting and that public and Planning Board concerns (open-space access, active-ground-floor requirements, neighborhood transitions and protections for small businesses) will inform draft edits before any council vote.
