Public works briefed council on a change-order request for a WSDOT-required pigmented sealer on the evacuation bridge project. The sealer requirement was not included in the original design documents and the contractor has submitted a change order to add the work.
Council members questioned the size of the markups included in the cost estimate supplied with the change order. Council member Sprow noted multiple layered markups — prime contractor markup, subcontractor markup and equipment and labor overheads — and asked staff to review the breakdown and attempt to negotiate lower pricing or to seek alternate suppliers. Several members said the consultant or design firm should share responsibility for the omission if the requirement was reasonably expected under WSDOT standards.
Council directed staff to seek clarification of the change-order cost breakdown, renegotiate markups where possible, and return the item as a stand-alone agenda item for a future meeting rather than approving the change order during the study session.
