She explained the proposed arrangement is a hybrid solution used previously for seasonal Teamsters positions: the employee will remain on the city’s hourly schedule until they are eligible for union membership, and then be moved to the AFSCME NE‑21 pay grade. "Converted to an hourly rate, the NE‑21 is the lowest pay grade on the AFSCME pay scale. It starts at $23.99, and it goes up to $30.62 an hour," Emily said. She added the pay change would be effective in the pay period following council approval and that union membership applies to employees who work more than 20 hours per week.
Committee members had no objections to placing the item on the next consent agenda. No formal vote was recorded at the committee meeting; staff and council members indicated the item was suitable for consent and that the administrative steps would follow the council’s approval schedule.
If approved by full council, the city will implement the pay adjustment in the payroll period after council action and follow applicable union rules for membership and hourly placement.
