Council members asked whether the design contract amount is included in the budget amendment or is additional. "We need clarification — if we approve the $110,000 and then approve the $83,545, are we double-counting?" Council member Moore asked at 01:32:10.
Council also raised programmatic design questions. Members noted that pickleball courts can produce persistent noise complaints and suggested the design include hours-of-use restrictions or sound mitigation if pickleball is installed near residences. Council members urged staff to confirm whether the pump track design will affect stormwater and grading work and to provide an exhibit-level site survey (exhibit A) that shows survey limits and site constraints before authorizing procurement.
Staff said the budget amendment would allow design tasks to move forward earlier than previously planned and that the Parametrics contract is intended to provide the 60% and 90% design deliverables and final bid documents. Council directed staff to obtain clarifying cost breakdowns and to return the items as standalone agenda items at the Oct. 29 regular meeting so council can decide with full financial detail.
