Pinole Council forms two ad hoc subcommittees to review council procedures and emergency plan

Pinole — The City Council on Oct. 21 approved two ad hoc subcommittees: one to review city council procedures and a second to review the city’s updated Emergency Operations Plan (EOP), staff said.
Staff described the scope of the City Council Procedures Subcommittee as a limited review of a draft council handbook and suggested changes to improve public meeting procedures, address disruptive behavior and align with new state law SB 707. The council appointed two members to the panel; the subcommittee is expected to complete its work in two to three months and will be supported by the city clerk and city attorney.
Separately, staff presented the final draft of Volume 1 of the city’s EOP and asked the council to appoint a two-member subcommittee to review the EOP before bringing it back to the full council. Council appointed two members to the EOP subcommittee and staff said the review is anticipated to take approximately one month with the chief of police supporting the group.
Both appointments were made by voice vote and roll-call and the council directed staff to return with recommendations from the respective subcommittees for full council consideration.
