HUNTSVILLE โ Huntsville ISD trustees unanimously approved using the design-build procurement method for a covered metal-frame practice field and delegated RFP steps and contract negotiation to administration.
Mister Brown presented the proposal and described the structure as an open-sided, unconditioned pavilion intended to provide shade and airflow rather than a fully walled or air-conditioned facility. "It's open other than the cover, it's not walled in. It's not conditioned, but there will be airflow because of the fact that it's basically a covered pavilion, right, and shaded. So the shade alone will help you tremendously," he said.
Discussion among trustees and staff emphasized operational impacts if UIL wet-bulb guidance becomes mandatory, including potential shifts to all-AM practice schedules, transportation burdens for families across a large district footprint, and effects on different extracurricular groups such as band and cheer. A trustee summarized the practical imperative: without addressing the wet-bulb scheduling issue now, practice schedules and travel could impose a significant burden on students and families.
Trustee Langley moved to approve the design-build purchase method and to delegate RFP costing methods and contract negotiation to administration; Miss Watts seconded. The motion passed unanimously. Trustees directed administration to proceed with the RFP process and to return with contract recommendations following the scoring steps the board outlined.
