DRC approves Scenic Bridal Estates Plat B with conditions, requires fire-code turnaround and utility signatures

The Santaquin Development Review Committee on Oct. 28 voted to approve Scenic Bridal Estates Plat B, a final subdivision application for two lots off 1100 East and 130 South on the citys East Bench, provided all red-line corrections and required utility signatures are completed before recordation.
The committees approval followed staff and technical reviews that identified several required changes. Staff noted a missing Comcast signature block on the plat and the need to update a utility name to reflect Enbridge (formerly Dominion Energy). Building staff confirmed addressing is on the plat.
Fire review cited Appendix D of the International Fire Code and required the hammerhead-style turnaround to measure 70 feet from the centerline of the 20-foot access, not the 60 feet currently shown. Planning staff said the turnaround must be extended an additional 10 feet to comply.
A stormwater reviewer recommended moving the proposed infiltration galleries closer to the right of way, while maintaining the required separation from the back of the sidewalk, to simplify future maintenance. Committee members discussed the potential for the turnaround to encroach into the owners easement and the need to record any easement notes and signage to prevent parking that would obstruct emergency access.
Randy, the building official, moved to approve the plat with the condition that all red-line items be met so it could "move forward." The motion was seconded and passed by voice vote. Committee staff said they will circulate the red-line comments to the applicant for correction prior to recording the plat.
The approval authorizes final plat recordation once the specified revisions, utility signature blocks and fire-turnaround dimension are submitted and confirmed by staff.
