Council receives annual AB 1600 report on development impact fee activity

At the Oct. 28 meeting the City Council received and filed the annual AB 1600 (Mitigation Fee Act) report summarizing development impact fee activity for fiscal year 2024–25. Staff said the city collected approximately $2.3 million in development impact fees across eight separate fee accounts during the fiscal year, earned roughly $619,000 in interest and expended about $4.0 million on eligible capital projects. The aggregate fund balance across the accounts at year‑end totaled about $12.1 million and is programmed in the capital improvement program adopted by council in May 2025.

City staff noted that state law requires an accounting at public hearing and that recent state changes (Assembly Bill 516) added new reporting elements, including listing previously identified public improvements and their approximate construction dates. The report lists projects by fee type and identifies beginning balances, fee receipts, interest, expenditures and ending balances for each account. Council opened and closed the public hearing with no comment and approved receipt and filing by unanimous vote.
