Kiel council approves BID operating plan and draft 2026 budget, questions remain on matching funds

The City of Kiel City Council voted to accept the Business Improvement District operating plan and the draft 2026 budget as presented at the meeting.

The plan sets aside money for several downtown projects tied to an upcoming Department of Transportation highway project, including a sign grant for businesses, a metal-art installation (currently on hold), upgraded street lights, and sidewalk improvements. Staff and BID leadership said tree plantings are being deferred until highway work is complete to avoid replanting after construction.

Council members asked whether the BID must provide a dollar-for-dollar match now; the presenters said the request was structured to show revenues generated by the BID and that matching requirements are set up in the plan. The BID representative described a multi-year reserve strategy: approximately $15,000 annually earmarked for enhanced streetscape features, which the BID said it has budgeted for four years (roughly $75,000) so funds will be available when the highway project proceeds.

Members stressed the importance of contacting affected business owners before installing trees or other streetscape changes and suggested consulting an arborist to address root and sidewalk concerns. Staff noted the packet is a draft for review by the budget committee and said adjustments could be made before the council adopts the city budget; the council retains authority to set the level of any city match to BID funds.

Action: A motion to accept the BID operating plan and draft 2026 budget was made and carried on roll call with the recorded votes in favor. The council directed that the plan proceed through the normal budget committee and public‑posting process.
