Summary

The Plan Commission approved a sign package Oct. 29 for the Bubbles Foam Farm car‑wash at North State Road 83, including two 88‑sq. ft. channel‑letter façades on the long elevations and two 45‑sq. ft. signs on the short elevations, plus reuse of an existing pylon cabinet on the State Road 83 frontage.
Applicant Scott Bazey (Bowersign) presented proposed channel‑letter and reverse‑face acrylic signage with LED illumination and a painted pylon cabinet. Staff advised the commission that the pylon face sits at the edge of the road right‑of‑way and therefore the commission must approve a road‑setback waiver; staff also requested recorded documentation of the waiver with the Register of Deeds. Commissioners required that the sign illumination comply with city measurements (not to exceed 40 foot‑candles measured perpendicular to the face at 10 inches), that any remaining components of older pole signs be removed prior to new signage installation, and that the applicant install a timer so illuminated signage is switched off one hour after close of business (to reduce light pollution overnight). The commission voted to approve the package subject to those conditions.
Provenance: Applicant presentation and illustrative renderings in the meeting packet; staff noted standard illumination and recording requirements.
