City staff presented a zoning map amendment for 452 High (Heights) Street to reclassify the parcel from R1A (single‑family) to R2 (single‑ and two‑family). The property, formerly used as multifamily housing, has been vacant since roughly 2016; the current owner has renovated the structure and told staff they sought HUD approval to offer low‑income housing but were informed the property's zoning no longer allowed multifamily occupancy without rezoning.
Staff said the Planning Commission unanimously recommended the R2 designation as consistent with the comprehensive plan. Councilors discussed that the building had been vacant for about 10 years, that the current owner invested in renovations and that allowing R2 would enable occupancy without wholesale interior reconfiguration. Councilors noted the Board of Zoning Appeals would still be required for any multifamily use beyond two units.
The committee directed staff to include the Planning Commission report and to move the proposed ordinance to the next regular council meeting for formal consideration.
