Putnam County Port Authority renews short-term lease for southern Port Annex despite upkeep concerns

Port Authority staff member Sam Sullivan told commissioners the tenant, identified in the record as Josh Lloyd of Copper Roads LLC, asked in writing for two additional six-month terms. Sullivan said the tenant's long concrete blocks remain in place and that staff had discussed planned site improvements with the tenant but had not observed the installed work since an earlier site visit.
Commissioners voiced mixed views. Some members argued the county benefits from leasing otherwise-dormant properties, noting rental income and additional tax revenue when vacant parcels become taxable. Others said the tenant had failed to meet expectations for keeping the site tidy and urged the port to advertise the space to identify alternative short-term tenants that could offer higher rent or better housekeeping.
Staff noted the county intends to use the site in the near future as a designated place to receive dredged river material once national approval and funding for dredging are secured. That future need informed the decision to limit long-term leasing of parts of the property.
After discussion, a motion to renew the tenant's requested extension carried on a 3-2 vote. The Port Authority directed staff to pursue other leasing opportunities for short-term occupancy and to proceed consistent with the port's authority and the board's instructions.
The renewal is conditional on the lease terms in place; commissioners asked staff to continue monitoring the site and report back on compliance with lease conditions.
