Secretary Keis explained the rationale: current Board Policy 17 allows volunteer rangers powers that conflict with RCSC bylaws. “Board policy 17 is also in conflict with our bylaws concerning the ranger program. It says that a member golfer can be suspended by a volunteer ranger. Article 13 of our bylaws says that only the general manager, board president, or board hearing commission have that power,” Keis said. The GAC voted 11–1 to recommend the change so the director of golf can manage the volunteer program and its enforcement practices within the organization's bylaws.
The motion was committee-sponsored, no second was required. No members of the public signed up to speak on this motion. Secretary Keis called the roll; the amendment passed 9–0.
Effect: Responsibility for the ranger program's conduct and discipline procedures shifts to the director of golf; punitive powers that conflicted with bylaws were removed from BP17. The change is intended to align policy language with the bylaws and provide a clear administrative path for handling on-course conduct and pace-of-play enforcement.
