RCSC board approves amended 2026 PIF forecast after clubs raise funding concerns

The Recreation Centers of Sun City board approved the amended 2026 Preservation & Improvement Fund forecast on second reading at its October meeting, consolidating lines for individual projects and restoring previously board-approved funding for Quail Run and for maintenance buildings at Riverview and North golf courses.
Secretary Keis, sponsor of the motion, said the Quail Run project funds must remain in the forecast because the project is essentially finished and those costs are already committed. “The Quail Run project is essentially finished. So the funds that were the board has already approved for that have to remain in the PIF forecast because the money's really already been spent,” Keis said.
During public comment multiple club representatives requested either restoration of a previously stated 5% SIF allocation for clubs or specific project funds. Club member Dennis Stokley urged restoring funding for marquees and club allocations, saying those signs contribute to community appearance and resale attractiveness. Laurie Ellingson, speaking from livestream, asked that the forecast be amended to include funds for tennis improvements (lights, shade, water) at Mountain View and asked how club priorities are decided.
Board discussion acknowledged the forecast is a planning document and that numbers may change with resale volumes and unforeseen needs. Treasurer Anita Borski noted contingency assumptions and that forecasts are updated as conditions change.
Vote and effect: Secretary Keis called the roll; the amended PIF forecast passed on second reading 8–1. The forecast will guide PIF allocations and project planning; club requests will be handled through the clubs/COC request process for future years.
