Surprise council approves $300,000 IGA amendment to support West Valley Housing Assistance Center

Surprise city leaders approved an intergovernmental agreement amendment Oct. 21 to allocate $300,000 from Maricopa County to the West Valley Housing Assistance Center, expanding housing navigation and operations.
The Surprise City Council on Oct. 21 approved an amendment to the city's intergovernmental agreement with Maricopa County that adds $300,000 to support operations at the West Valley Housing Assistance Center, operated by New Leaf.
City staff told the council the original IGA covers homeless services through Sept. 30, 2026, and that the county made a new FY 2026 award of $300,000 specifically for West Valley Housing Assistance Center operations. The additional funds will be moved from general contingency into the city's grant fund; the staff presentation said the cities of Peoria and Glendale are passing through $100,000 each through the county to the Center.
Staff described services provided at the Center, including shelter coordination, housing navigation and case management, diversion and prevention services, and summer heat-relief distribution. The amendment will also allow the Center to expand hours to include Saturdays and to accept direct referrals from funding partners.
"This will strengthen our regional response to homelessness," a staff presenter said during the item.
Councilmembers voiced support for the regional approach and thanked staff for coordinating with neighboring cities and the county. The council approved resolution 2025108 on a unanimous voice vote.
