Public works staff said the work will repair an aging stormwater line on Park Hill that has caused sinkholes and pavement failures. The two bids received were Rawlins Inc. at $288,000 and Fox Brothers Inc. at $339,460; staff recommended the low bidder after review by consulting engineers Gibson Olson.
Council action: - Awarded the Park Hill storm-drain improvement project to Rawlins Inc. in the base amount of $288,000 and authorized a 15% construction contingency of $43,200, for a total authorized construction cost of $331,200 to be funded from the stormwater capital fund and the city's street fund. - Approved supplemental agreement No. 1 with Gibson Olson for construction management services in the amount of $19,000, revising the engineering contract to a not-to-exceed $75,000.
Staff noted the city will perform inspection in-house to reduce costs. The project includes pipe replacement over an extended alignment and is intended to address long-term pipe deterioration; the council asked staff to include maps and photos in project materials going forward.
The motions were adopted by the council with authority given to the city manager to execute project documents and change orders up to the authorized amounts.
