Board authorizes $268,000 supplemental agreement for McGalliard Road East reconstruction

MUNCIE, Ind. — The Muncie City Board of Public Works and Safety voted Oct. 29 to authorize a supplemental agreement with American StructurePoint for the McGalliard Road East project.

Adam Leach, city engineer, told the board the supplemental agreement is in Indiana Department of Transportation (INDOT) standard form and is needed because geotechnical conditions mean mill-and-pave is not a suitable repair. "Survey is required because based on geotechnical conditions of the roadway, basically, a mill and pave is no longer or was never really a suitable option, so this is for more of a reconstruction," Leach said.

Leach said the total supplemental agreement is about $268,000, with roughly $112,000 of that allocated to additional survey work. He described the project as an 80/20 funding split and estimated the city's portion at about $56,000. "To do a reconstruction we have to have alignment and, well, particularly vertical alignment so when they take the road up they put it back where it was supposed to go," Leach said.

A board member moved approval of the supplemental-agreement authorization with American StructurePoint; another member seconded the motion. The board approved the measure by voice vote.

The supplemental agreement authorizes additional survey and design work so the project can proceed as a reconstruction rather than a mill-and-pave resurfacing. The staff presentation did not specify a construction start date or detailed funding sources beyond the 80/20 split.

Next steps identified in the discussion were limited to finalizing the supplemental agreement and proceeding with the survey and design work outlined by American StructurePoint.
