Tahoe Truckee Homeless Action Coalition proposes one-year navigation-center pilot in Truckee; board accepts presentation

Nevada County Health & Human Services Director Ryan Gruver presented progress by the Tahoe Truckee Homeless Action Coalition (TTHAC) on a regional homeless action plan and a recommended one-year pilot for a navigation center in Truckee.
Gruver said TTHAC's coalition includes the town of Truckee, Tahoe Forest Hospital District, Placer County, North Tahoe Truckee Homeless Services, Sierra Community House, faith organizations and other stakeholders. The coalition identified a regional gap in navigation and interim housing and recommended a pilot navigation center on a Deerfield Drive property. The proposed pilot would include staffed case management, six year-round interim beds and capacity for 10 congregate beds during winter months; partners and funders were asked to consider contributions for a one-year pilot.
Coalition members described outreach and engagement efforts; Gruver and THAC members also discussed the potential use of government-code provisions to expedite permitting with the town of Truckee's concurrence and a requested waiver of the town's 60-day notice requirement for the state provisions.
Public comment included adjacent-neighborhood concerns from Julie Arsenault (Coldstream) who opposed the site and asked for a formal "good neighbor" policy, neighborhood impact metrics and community accountability meetings; business, faith and service organizations (Truckee Chamber, Fellowship of Compassion, United for Action, North Tahoe Truckee Homeless Services) offered written and verbal support and pledged fundraising and operational assistance; Volunteers of America outlined operational experience and described outcomes from similar programs; several local elected and staff leaders (Town of Truckee mayor, Placer County liaison, Tahoe Forest representatives) described continued interjurisdictional coordination. TTHAC staff said a neighborhood meeting had been scheduled the night before the board meeting and that outreach would continue.
After questions and discussion, the board voted to accept the presentation, signaling support for the collaborative process and allowing partners to continue lease negotiations, outreach and additional governance approvals. The town of Truckee and Tahoe Forest Hospital District were scheduled to consider related actions the same evening.
