Solid waste office proposes updated definitions, elective residential recycling requirement for haulers

Kimberly White, director of Solid Waste, presented Chapter 102 updates that include a wide set of clarifications and cleanups. Major provisions include refined definitions for recovered materials, hard-to-recycle plastics and bulky waste; clarified rules for yard trimmings and proper placement of materials; and new language that requires commercial haulers to offer residential recycling as an elective service and to supply recycling containers where customers request recycling service.
White said the code also corrects department names, deletes a section found unconstitutional under state law, and adjusts the composition of the Keep Cobb Beautiful board from 21 to 22 members to add Mableton representation. Commissioners asked about hauler operational challenges and turnaround constraints on narrow streets; staff said haulers use different vehicle types and the code language is intended to be flexible.
The changes will go through the county's public-hearing process and the department will continue coordinating with haulers while finalizing fee schedules and operational details.
