Community Development proposes applicant-paid technical reviews and new pool-contractor requirements

Kevin Goble, speaking for Community Development, presented proposed amendments to Chapter 18 to allow the county to charge applicants for specialized technical assistance (chemical, fire-protection or hazardous-material experts) when outside expertise is needed for plan review. Goble said the county will provide upfront fee estimates; the county will select from a prequalified list of professionals and charge applicants for the professional services.
Goble also proposed requiring pool contractors to hold a general contractor license or an approved certification for construction of in-ground pools and spas; the change is intended to reduce rework, protect homeowners and ensure proper sequencing of inspections. Commissioners asked how fees and rates would be set; Goble said contractors' hourly rates vary by specialty and would be disclosed before the work begins.

Staff said the county will publish the fee arrangements and provide applicants with information on anticipated hourly rates before engagement.
