Clermont County commissioners approve $4.05 million in vendor payments, advance Pierce Township sewer project and adopt updated transit safety plan

BATAVIA, Ohio — The Clermont County Board of Commissioners on Feb. 12 approved payments to vendors totaling $4,052,843.89, accepted a green-belt easement for property around a regional wastewater treatment plant, advanced a Pierce Township sanitary sewer collection project to the bidding stage and adopted a revised public transportation safety plan.
The board voted unanimously to authorize warrants for vendor payments per resolution 011-25 after the county auditor presented the invoice reports. Commissioners David L. Painter (president), Bonnie Bachelor (vice president) and Claire Corcoran recorded affirmative votes during roll calls noted throughout the meeting.
The board accepted a grant of green-belt easement from Tamarack Land Holly Farms LLC for property bordering the wastewater treatment plant on Loveland-Miamiville Road in Miami Township. The easement covers two parcels: a 1.839-acre tract west of the plant and a 0.851-acre tract east of the plant, recorded in the agenda packet as conservation setbacks intended to keep residential development farther from plant infrastructure.
Commissioners also approved a resolution directing staff to advertise for bids on the Legendary Veil sanitary sewer collection system project in Pierce Township (project number 6402-60228). County staff told the board the work will replace about 34 aging drip-feed septic systems in the subdivision with a low-pressure force main and individual grinder pumps for each residence. The engineer's estimate for construction is $2,022,970, and the bid schedule published in the agenda sets a nonmandatory pre-bid meeting for March 13, 2025, with bids due March 27, 2025.
The board adopted resolution 12-25 certifying a revised Public Transportation Agency Safety Plan, a plan prepared and certified by the Ohio Department of Transportation. A county official said the update made minor additions, including language addressing infectious diseases.
Other routine items approved included: - A 12-month extension to the laboratory services agreement with Mercy Health Clermont Hospital LLC for court-ordered laboratory testing, extending services through Jan. 11, 2026. - Acceptance of final completion and payment application for Smith Corp. Inc. for the McPichon Road and Menow Drive water-main replacement projects (project numbers 6401-60163 and 6401-60164): a progress payment of $27,089.81 plus release of retainage of $28,371.99 and accrued interest. - A resolution accepting unrestricted monetary donations deposited into county treasury and the dog-and-kennel fund for calendar year 2024, accepted under Ohio Revised Code Section 9.2. - Authorization for a 12-month vehicle-tracking subscription for five county vehicles serving the county shelter at a starting monthly cost of $94.75, with automatic month-to-month renewals thereafter.

Why it matters: The sewer project aims to replace dozens of failing on-site septic systems — county staff estimated replacement cost per septic at more than $80,000 — with a centralized low-pressure collection system and individual grinder pumps. If constructed within engineer estimates and timelines, staff said construction could be completed in November 2025. The transit safety plan certification keeps the county in compliance with Ohio Department of Transportation requirements and codifies minor updates, including infectious-disease considerations.
What’s next: County staff will publish the legal notice advertising the sewer project bids (advertisement scheduled for Feb. 20, 2025) and host the pre-bid meeting in March. The county will also proceed with the extended lab services agreement and final closeout of the water-main project, including releasing retainage funds to the contractor.
