Zion council appoints Beverly Stackhouse to fill commissioner vacancy

The Zion City Council on Feb. 4 appointed Beverly Stackhouse to fill the commissioner seat vacated by Jacqueline Holmes and sworn Stackhouse into office immediately.
Mayor Billie McKinney announced Holmes’ notarized resignation was effective immediately and introduced Stackhouse as the council’s nominee. McKinney said Stackhouse “brings the knowledge, experience and dedication necessary to serve our residents effectively.”
Under the Illinois Municipal Code (section 4-3-4), the council may fill midterm vacancies by appointment. Mayor McKinney asked the council to affirm the appointment; Commissioner Fisher moved approval and Commissioner McDowell seconded. The motion carried by roll call, recorded as five ayes. With the council’s approval, the mayor declared Beverly Stackhouse officially appointed and administered the oath of office during the meeting.
Council members and staff praised Holmes’ service before the vote. Mayor McKinney recounted Holmes’ active involvement in city matters and local events. After being sworn in, Stackhouse briefly thanked the council.
The appointment fills the remainder of the term vacated by Holmes. The council did not set a separate special election during the meeting and provided no additional details about the length of the remaining term.
