Duluth administration: investigator costs low, two tentative labor pacts heading to council, new city administrator nominee to be considered

City administration reported to the Duluth City Council that an outside investigative report released last week cost "just a little over $3,000," and that personnel and labor actions are moving toward the council for formal consideration.
The administration representative said the city had previously estimated the investigation would cost no more than $10,000 and that the final invoice came in a little over $3,000. "It came in just a little over $3,000," the administration noted.
On labor negotiations, the administration reported a tentative agreement has been reached with AFSCME and with the city's confidential unit; both agreements will be placed on the council agenda at the next meeting for council consideration. The administration said those actions "will be coming to council at our next council meeting on the 27th, for your consideration and hopefully, approval vote."
The administration also said negotiations with the fire unit are set to begin later in the month (described in the meeting as kicking off the week of the 20th-some dates were discussed). The administration cautioned that those talks "will take whatever it takes" and could extend into February depending on progress.
City administrator selection: Administration said the proposed city administrator, Matt Staling, will be brought before the council at the next meeting for confirmation. If confirmed, the administration stated Staling's first day would be a Tuesday morning at 8 a.m. (the transcript records "his first day will be Tuesday morning, 08:00 on the 28th" as the target). The interim city administrator, who extended his contract through Feb. 15, said he expects to stay on only the short transition period necessary to help Staling onboard and that he would remain available by phone thereafter.
Human-resources and human-rights staffing: The administration reported a pending hire for the human rights officer "will be announced tomorrow," and that an interim administrative services director (Carla Culhane) is overseeing IT, HR and the clerk's office until next steps are determined.
Ending: Councilors asked about transition logistics and staffing updates; administration said it will provide details and that it is prepared to present the personnel agreements and the administrator appointment at the next meeting.
