Council approves preliminary plat for Air Lake site; Dakota Electric plans headquarters move

The Lakeville City Council voted to approve a preliminary plat for the Air Lake property that will create two outlots and prepare land for future development, including plans for Dakota Electric Association to develop a headquarters on the southern outlot.
Jeff Schoenicker, representing Dakota Electric Association, told the council the association is interested in purchasing the southern outlot with plans to develop a headquarters site. “Dakota Electric Association has interest in purchasing this property, the outlot to the south, with plans to future develop a headquarters site,” Schoenicker said.
Sean Regan, affiliated with Hat Trick Investments (the developer), said the development has been years in the making and thanked city staff for assistance. Staff planner Tina Goodroad said the property—formerly referred to in city files as the Adleman Property—was annexed in 2021, is zoned I‑2 (General Industrial), and is guided for industrial use in the city’s comprehensive plan. The action approved on Feb. 18 is a preliminary plat to create two outlots; staff said the northern outlot would be retained by the developer and a subsequent development plan and final plat for the southern outlot will be brought to planning commission in early March.
Councilmember Joshua Lee moved to approve the resolution for the preliminary plat; the motion passed on a roll call vote with the council voting in the affirmative.
Council members and city officials praised the potential economic benefits. “I’m very excited about the economic opportunity that this will bring to our city,” the mayor said during discussion.
Next steps cited by staff include a development plan and final plat for the southern outlot that will be reviewed by the planning commission and returned to council for subsequent approvals.
