APC forwards floodplain ordinance updates for Osceola and Lakeville to towns to maintain NFIP participation

The St. Joseph County Area Plan Commission voted to send proposed text amendments updating floodplain regulations to the Town Councils of Osceola (APC 3060‑25) and Lakeville (APC 3061‑25) with favorable recommendations.
Sean Cline, Area Plan Commission staff, said Indiana Department of Natural Resources had notified member jurisdictions that local floodplain ordinances had fallen out of compliance with the National Flood Insurance Program (NFIP). The proposed amendments are patterned on the state model ordinance and reorganize local code language, clarify duties for floodplain administrators, tighten variance standards and add rules for residential and nonresidential structures and above‑ground storage tanks in special flood hazard areas.
Cline noted that as of September 2024 there were four NFIP policies in Osceola with a combined coverage amount of $1,323,000. He said most changes are reorganizational but some add substantive requirements necessary for continued NFIP participation.
There was no public testimony for or against either text amendment. Commissioners voted to forward APC 3060‑25 to the Osceola Town Council with a favorable recommendation, and to forward APC 3061‑25 to the Lakeville Town Council with a favorable recommendation. Roll call votes recorded commissioners in favor of forwarding both items.
