Borough adopts FY2025 midyear budget amendment to close projects, shift funds

The Kodiak Island Borough Assembly voted unanimously on March 6 to adopt ordinance FY2025-02A, a midyear budget amendment that closes several completed projects and moves funds among projects and funds.
Finance Director Dora Cross told the assembly the amendment includes five projects being closed or redirected and lists several reassignments. The Lehi facility fund will increase by $700,000, the Kodiak Fisheries Research Center allocation will increase by $82,000, fisheries development will increase by $20,000, and the treatment aeration plant project will increase by $250,000. Several projects showed decreases: the seawater storage filter vessels project will decrease by $30,000, the Camp RC exterior project will decrease by about $52,000, the Baylor building UST will decrease by $22,000 and the structural analysis project will decrease by $11,000.
Assemblymembers said they had already asked detailed questions in work session and praised Cross’s transparency on the quarter‑point adjustments. After a public hearing with no commenters, the assembly voted by roll call — Johnson, LeDoux, Sherritt, Smiley and Whiteside — and the motion passed 5‑0.
The ordinance moves money to existing funds and projects to account for revenues and expenditures that were not included in the original FY2025 budget. Staff did not report any additional tax changes at the meeting.
