Council confirms planning commission appointments; mayoral appointment authority clarified

Morgan City Council on Feb. 11 approved Resolution 25-03, which appoints members and alternates to the city's planning commission. The vote to receive the mayor's appointments and provide advice and consent was unanimous.

The council spent substantial time discussing the appointment process. The mayor and others explained that under the city's form of government the mayor makes appointments to boards and committees and the council's role is advice and consent. City legal counsel explained the practice mirrors other executive appointment processes: council input can be given, often in work meetings, but the mayor holds the formal appointment authority. Councilmembers emphasized that advice and consent provides a check: if the council does not approve proposed appointees, the mayor returns to make alternate nominations.

Speakers praised Teresa and city staff for recruitment and noted the planning commission currently includes members with multi-year experience and, for the first time in several years, multiple women serving. Councilmembers also noted the planning commission's increased responsibilities, including additional training requirements and a greater role in preliminary and final land-use approvals.
