Council approves $198,315 for Chisholm and Central Aquatics Center repairs, schedules engineering review

HURST, Texas — The Hurst City Council on Jan. 28 authorized the city manager to proceed with repairs at the Chisholm and Central Aquatics Centers and approved up to $198,315 to cover structural inspections and facility repairs ahead of the summer season.
The City Manager told the council the Texas Municipal League (TML) now requires a structural-engineer report for tower slides to obtain insurance and amusement-ride certification. “TML is requiring a structural engineer report, which will be new this year,” the City Manager said. The presentation put the engineer inspection at $22,500.
Staff described several work items: reconditioning or replacement work on nine slides across city pools (six at Central), repairs to coping and masonry around the lazy river and activity pool, repair of grout and mortar where pipe penetrations enter the surge tank at Central Aquatics, maintenance on UV disinfection systems, and replacement of the facility’s single ADA pool lift chair that staff said is required by the Health Code. The project estimate of $198,315 includes a 9% contingency, staff said.
Funding for the work will draw on an existing $100,000 placeholder in the half‑cent PAYGO project fund and a reallocation of monies set aside years earlier for the Viva Jean Copeland Park Improvements project. Staff said the Viva Jean allocation was established around 2019–2020 and that some funds remain available for reappropriation. Council discussion confirmed the park board reviewed the aquatics plan at its January meeting.
Staff said the TML structural report should be completed in late February or early March; slide work is expected to begin in March, with general repairs running through February–April to have the facilities ready for lifeguard training in May. The council approved the motion by voice vote; the transcript records “motion carried.”
The authorization directs the city manager to issue a notice to proceed to approved city contractors and to pair the contractor work with the TML engineering findings should additional repairs be required. Staff cautioned that further work could be necessary depending on the engineer’s report.
