District seeks nearly $10 million guaranteed-maximum price for renovations at three schools

Operations staff presented a guaranteed maximum price (GMP) recommendation of $9,992,109 for renovations at Hayman Morris Middle School, Winder-Barrow High School and Bear Creek Middle School.
Joe Purno said the scope varies by campus: Bear Creek receives a narrower scope (LED lighting retrofits, gym floor replacements, upgraded stainless handrails) because it is not eligible for state capital outlay funds; Hayman Morris includes larger work such as HVAC and fire-alarm replacement, new classroom spaces in an upper-level media-center area and code-related handrail upgrades; Winder-Barrow includes painting, floor replacements, fire-alarm replacement, modifications to an agricultural-science space to pursue state certification and expanded art space.
Smallwood Rentals Stewart Stewart and Associates was approved as architect in Jan. 2023; Charles Black Construction was approved as construction manager in Nov. 2024; subcontractor pricing was submitted Oct. 2, 2025. Purno told the board the GMP is below the project budget and that per-square-foot costs compare favorably with similar work done at other district schools.
Funding sources identified were SPLOST and state capital outlay; Purno asked the board to approve the recommended GMP and place it on the Nov. 4 consent agenda. The item was placed on consent at the Oct. 28 meeting.
