Board approves streamlined special‑education goal monitoring while retaining confidentiality language

The Clark County Board of Education voted to adopt updated policies and procedures for special education that, staff said, will simplify how teachers report progress on individualized education program (IEP) goals.

District staff explained that under federal IDEA and Kentucky Department of Education guidance, progress on IEP goals must be reported; the proposed update would require teachers to monitor and report on the overall IEP goal for students who are not eligible for alternate assessment. Staff said students who are on alternate assessments will retain short‑term objectives and benchmarks as required. The change is intended to reduce confusion and increase consistency for teachers and families when monitoring progress.

At the board meeting staff noted there is a goal‑monitoring tool embedded in the district’s Infinite Campus system that will be used for recording progress. The board discussed one highlighted section related to confidentiality (chapter 8) and agreed to keep the existing confidentiality language unchanged while approving the other updates.

Board members moved, seconded and approved the recommendation to adopt the updated policies with the single exception; the public motion carried on the recorded vote. Staff indicated they will take steps to finalize the policy document and implement the new reporting approach in compliance with KDE and federal requirements.

No fiscal impacts were presented during the public portion of the meeting; staff said the goal monitoring relies on the district’s existing Infinite Campus features.
