Clark County board approves MOAs permitting school-based counseling and case management

The Clark County Board of Education on Oct. 28 approved two memoranda of agreement to allow community providers to deliver school‑based counseling and targeted case management services to students during the instructional day.

District staff described an MOA with Key Assets, a local mental‑health provider, that would permit school‑based individual counseling and targeted case management for students served in district schools. The board moved, seconded and approved the MOA; the motion carried on the recorded vote.

The board also approved a separate MOA with Specialized Alternatives for Families and Youth of Kentucky (an agency that specializes in services for youth in foster care). Staff said that agency’s services are designed for students with significant risk factors and that in‑school delivery can be especially important for students with unstable schedules or placements. The motion to approve that MOA also passed on the board’s recorded vote.

Board members who made and seconded the motions were recorded in the meeting minutes. District staff said both MOAs include provisions for services during the instructional day; staff also confirmed the agreements include targeted case management where applicable. No dollar amounts or contract durations were stated on the record during the meeting.

The board did not request additional changes to the MOA language at the meeting and approved both items to move forward. The agreements will allow the named providers to operate inside schools subject to the MOA terms and any applicable district policies.

The approvals were recorded in the meeting minutes and will be reflected in the district’s contract files as they proceed through implementation.
