Norman council approves Ward 3 nominee Robert Bruce after selection committee split; vote 7-1

The Norman City Council accepted the recommendation of a mayor-appointed Ward 3 selection committee and voted 7-1 to seat Robert Bruce as the interim council member for Ward 3.

Supporters and opponents filled the council chamber during a more-than-an-hour public comment period about the committee's work. Stacy Bruce, who served on the selection committee, told the council the committee followed its charge under the city's governing resolution and that "a unanimous vote was never a requirement of this process." She said the panel compared candidates for intent to run, familiarity with local issues, time availability and voter participation and that Robert Bruce ranked highest across the committee's criteria.

Residents who attended the committee's interviews spoke on both sides. Paul Arcarole, a long-time Ward 3 volunteer, said he recorded the interviews and believed the committee should have sought a nominee that matched the previous council member's priorities; he said the committee's 3-2 result suggested it did not. Others, including neighborhood association leaders and the committee's chair, Robert Calsbury, urged the council to approve the nominee to avoid leaving Ward 3 unrepresented for months. Darryl Janaway, an HOA director, described Bruce as "not a belligerent person" with extensive neighborhood experience.

Council members discussed the process and the committee's instructions from the mayor before putting a motion to accept the nominee. The motion to accept the nomination passed 7-1; Council Member Blodgett cast the lone vote against. The council then recognized Judge Nichols to administer the oath of office and seated Robert Bruce as Ward 3's council member-elect.

The council did not add additional conditions to Bruce's interim appointment; Bruce said in brief remarks after the oath that he intends to consult long-serving staff and residents on issues before casting votes.
