The Fillmore City Council approved Oct. 28 the final map and subdivision improvement agreement (SIA) for Tract 6053, known as Creekside, clearing the way for a 134‑lot single‑family subdivision with 18 accessory dwelling units, public dedications, new streets and park/detention facilities.
Planning staff described the tract location in north Fillmore near the city/county line, adjacent to the city’s Well No. 8. The final map dedicates right‑of‑way for new streets, public utility easements and private parks/detention parcels that will be owned and maintained by a homeowners association. Staff recommended acceptance of the fee dedication for the city’s well‑access parcel to improve access and truck turning for maintenance.
Roxanne (planning staff) summarized public improvements and security requirements. Exhibit B in the SIA lists estimated costs that will be secured by improvement bonds; staff said the total public‑improvement value related to the tract is approximately $18.6 million (roughly $10.9M in tracked improvements plus $8M in grading, monuments and off‑site sewer constructed by the developer).
The SIA includes a phasing plan: phase 1 will include 88 units and phase 2 will include 46 units. Council granted three‑year performance time for phase 1 and an additional year for phase 2, for up to four years total to complete all improvements. Staff said sewer and storm systems will be constructed in the first phase with walls and related well‑site improvements also included.
Council approved the SIA, authorized the city manager to execute the agreement upon receipt of required improvement bonds and approved Final Map 6053; the mayor was authorized to sign the map and the city clerk directed to record the SIA concurrently with the final map. Williams Homes representative Jeffrey Harrington attended the meeting.
The approval establishes developer obligations, bonds and phasing schedules; work will proceed subject to the developer’s compliance with the SIA and plan‑check requirements.
