Fillmore introduces 2025 fire‑code updates; proposes two‑hour firewall for additions near property lines

The Fillmore City Council on Oct. 28 introduced an ordinance and a companion resolution to adopt the 2025 California Fire Code with local amendments, and set a public hearing for Nov. 12, 2025.
City staff said the fire department’s recommended local amendment addresses older neighborhoods where structures sit close to property lines. "The fire chief would like to make a requirement that any new addition within 5 feet from the property line will require a two hour firewall," staff said during the presentation, explaining the amendment is intended to reduce rapid fire spread in areas where buildings can be only a foot or two apart.
Staff described the proposed ordinance (25‑990) and resolution (25‑4085) and said the changes are limited to Fillmore where local climatic, topographic and geographic conditions justify them. The council introduced the ordinance and adopted the related findings resolution to set the Nov. 12 hearing; the introduction vote was unanimous.
If adopted after the public hearing, the local amendment would require builders to include a two‑hour rated firewall in certain additions located within five feet of the property line in identified high‑risk neighborhoods. Staff said the amendment aims to improve defensibility and firefighter safety in older subdivisions with narrow separations between structures.
The introduction does not itself change building permit requirements; final adoption depends on the Nov. 12 hearing and a subsequent council vote.
