West Valley trustees hear districtwide push for teacher clarity, standards mastery and career pathways

Superintendent Peter Finch told the West Valley School District Board on Oct. 28 that the district will continue implementing its four-goal strategic plan, focusing this year on teacher clarity, mastery of standards and career pathways across grade levels.

Finch said the district is monitoring classroom practices and student perception surveys tied to goal 1 (a culture of safety and belonging). He said the district uses an outside vendor, the Center for Educational Effectiveness, for summative surveys and that key performance indicators (KPI) are published on the district strategic-plan web pages and updated as Office of Superintendent of Public Instruction (OSPI) data arrive.

Kristen Williams, the district instructional coach at Apple Valley Elementary, outlined goal 2 work to raise the percentage of students reading and doing grade-level math. Williams said the district uses I‑Ready diagnostics three times a year and is concentrating on “teacher clarity” — aligning learning standards, learning intentions and success criteria so classroom tasks and feedback map clearly to standards. She said principals and instructional coaches led summer and continued professional development, and a book study of Teacher Clarity is in progress.

Mid-level principals Nick Clark (West Valley Middle School) and Amber Styles (West Valley Junior High) described goal 3 efforts to advance standards mastery. They said teachers completed proficiency scales districtwide and that the district has adopted a new guaranteed ELA curriculum. Clark and Styles described work on standards-based grading, common assessments, and specific attention to English-language learners; they said coaches and pulled PD time are being used to support instruction where data indicate gaps.

Jed Waters, executive director of innovation, and Ben Murray, West Valley High School principal, described career-pathway work at the Innovation Center and high school. Waters said each Innovation Center classroom uses a RAM record that makes explicit the standard, essential questions, why students are learning the work and how they will demonstrate success. Murray described peer classroom observations, a district practice that has evolved from optional to an expected part of teacher development and that is used to generate collegial takeaways rather than evaluative judgments.

Murray also described the district’s monthly tracking of D/F (DNF) data and said departments are beginning regular discussions to identify courses and content where students struggle and to intervene earlier. District leaders listed available student options — dual enrollment, Running Start, YV Tech, Ram Lehi and a virtual academy — and noted that offering many pathways creates scheduling and FTE tradeoffs the district continues to address.

Board members praised the coherence of the plan and asked administrators to continue reporting fall/winter/spring assessment results, D/F trends, and outcomes for groups such as English-language learners.
