Berkeley County approves budget revision, awards HVAC and 911 contracts, and authorizes additional police cruisers

Berkeley County commissioners on Monday approved a set of administrative fiscal actions including a state budget revision, multiple procurement awards and an expanded order for law-enforcement vehicles.

Staff presented State Budget Revision No. 3, a reallocation request totaling $469,315. The revision moves funds into accounts the commission previously authorized and covers items including half of state grant-funded salaries for two positions in planning and state grants, one-time increases for sheriff and fire accounts tied to contract work and quarterly fire payments, and a capital outlay increase to fund equipment purchases. Staff said reductions to the contingency account would fund much of the revision.

Gary Wine (staff) walked commissioners through line-item changes, noting increases for the sheriff's tax office, planning and zoning, fire department quarterly payments, central garage personnel pay adjustments, community corrections pass-through funds, and capital outlay equipment. He identified the total revision amount as $469,315.

The commission also approved procurement actions:

- Hobbs and Associates was awarded the comprehensive HVAC and utility management services agreement as the lowest responsible bidder at $129,360 after staff review of three proposals; staff noted one bidder's lower price omitted portions of the required scope.

- Berry Solutions Group was selected as the lowest responsible bidder for 911 computer equipment at $36,071.04 following a seven-bid opening.

Commissioners approved increasing a previously authorized order with Parsons Ford from five cruisers to ten at the previously-quoted unit price. Staff cautioned that build and upfitting lead times would likely keep the new vehicles off the street for several months.

The commission also committed $100,000 to the Airport Foundation for the county's Independence Day celebration to allow event organizers to finalize contracts and planning. Staff and commissioners discussed the possibility of coordinating with the City of Martinsburg to avoid duplicative events and suggested transit/shuttle options to improve access.

On a routine item, the ambulance authority presented lists of tax-exoneration applications; commissioners denied five exonerations for failing to meet eligibility criteria and approved 108 exonerations that met qualifications. The actions were recorded as motions and votes in the meeting minutes.

All of the budget revisions, procurement awards and funding commitments were moved, seconded and approved on the floor during the meeting. Staff said several of the purchases would be funded from existing capital or grant resources and that vehicle impact fee receipts could be used for fleet additions as they become available.

The commission recessed into executive session later in the meeting to discuss legal and personnel matters; no public action was reported from that session.
