Parks, pool and playground projects move forward; council weighs staff and tournament needs

Council discussed parks, pool and recreation budgets in detail, including capital and operating items. Staff explained a net reduction in parks spending due mainly to the completion of a golf park shop in 2025, while flagging several remaining and proposed costs: a $50,000 Land and Water Conservation Fund grant will cover half the playground equipment at the North Ballfield site; staff proposed a $5,000 sidewalk match to connect the walking path to the playground; and the pool’s part-time salary line was adjusted downward to reflect current season staffing.

Recreation use and tournament hosting at the ballfields were central to the discussion. Council and staff described higher tournament demand, potential weekend tournament revenue and concerns about staffing to support more events. Staff suggested reallocating summer workers between parks, streets and electric to meet peak needs and formed a three-person committee (Council members and staff) to meet with parks leadership to refine staffing and maintenance funding requests.

The golf course manager proposed prioritizing essential equipment repairs and a replacement plan: rather than buy a full wish list, staff proposed purchasing the greens mower now and repairing motors and electronics on existing rough mowers to keep the course operational, while developing a longer-term capital plan across departments.

Pools, lifeguard wages and equipment also drew attention: staff recommended keeping an operating contingency for potential lifeguard wage increases and replacing worn pool chairs and lifeguard umbrellas; the council directed staff to refine these figures before the ordinance readings.
